Doesn’t matter.

Just hang a cheap lightweigth relay on a ballon, either tethered to last a long time or just adrift to last a little shorter.

That's only the repeaters. It wouldn't effect local station-to-station communications. Besides, with my amps running, I can get out a looooong way.
