If you make weak enough radio signal to be heard but a short distance, you'd be better off just passing a note or talking to the recipient. When the SHTF, you won't be traveling at 50-60 mph because you will prohibited from doing so. The US military can hit moving vehicles with a single shot; and, plenty of evidence was shown about that in GW I & II.

I suggest that clusters of people learn to make and use scratchpad cyphers and establish old-fashioned "drop boxes". Electronic surveillance is well beyond what most people think.
