The gist of the article was that the Federal government could shut down all mass communications whenever they felt the urge. This means no cell, no Internet, no television. Try as they might, they'd never be able to shutdown radio. You're talking about an enormous swath of radio spectrum that they'd have to indiscriminately jam causing issues with legitimate radio use such as by their own people (the military) or law enforcement/emergency response.
Yes a typewritten letter attached to a carrier pigeon is going to be relatively undetectable, but the point isn't to go undetected, the point is to be able to communicate at all. If they subject us to communications blackouts, they could do whatever they wished to the masses such as putting up large fences, rounding up dissidents, leveling entire neighborhoods, and you wouldn't know anything.
