Of course, that will be dramatically affected by the % of small businesses that do pay the penalty rather than continue the insurance programs, or reduce full-timers to part-timers, or who only hire 29-hour employees, but recognizing that would require more knowledge of business than a reporter can gain watching newspapers run their business model to prosperity.
