She said she broke no laws. Why would she need immunity?
The primary reason the founding fathers included the Fifth amendment was to protect the innocent. You should read up on it. A quick internet search of “who is responsible for the Fifth Amendment?” will answer your question.
That does not mean everyone that invokes it is innocent.
I read her desire for immunity is to protect her from a different interpretation of what constitutes right and wrong if you are just following orders from your superiors.

5th Amendment protection is only for criminal proceedings. That means she thinks she is criminally at risk. She affirmatively asserted that she broke no laws. She is immediately at risk for perjury.
If I were Issa, I would play hard ball. I would tell her that by asserting the 5th, she is basically admitting that she broke the law. Therefore, he is initiating a criminal referral for perjury and crimes yet undiscovered to the US Attorney.
Her normal life is basically over at this point. She will now have to spend her savings to keep herself from being convicted of a felony and being sent to prison. Her career in government is over.
No immunity unless you deliver people above you. She cannot “take the fall” for the administration.
It looks like George Zimmerman didn't break any laws either. You're always subject to prosecution, because there's always some laws you've broken.
That said, I don't think any government worker should be able to invoke the Fifth about anything they've done on the job. It seems like an obvious confession of wrongdoing above and beyond mistaken conduct in performance of duties.

Give her immunity and she’ll spew the lies the democratic machine tells her to say. Does anyone thing for one second that these criminals do not have a plan in place to escape any accountability.
Real simple, go up the ‘food’ chain with the threat of jail time until you can’t go any further and then attach a 10 year jail sentence. Anyone who was told what to do is not going to allow themselves to face incarceration in order to protect their superior.
Precisely. The entire "I'll come in and testify, but I want immunity" smacks of a trap. She'll go in, testify it was all her idea, fall on the Obama Administration's sword and there'll be nothing that can be done to prosecute her aftewards.
