Yes, but Bush’s billions for AIDS and Hussein’s billions for development is way too much of our tax dollars.
At least Bush’s AIDS program was effective — and, by all reports I’ve seen, very cost-effective too. If you’re going to spend money on foreign aid anyhow, it’s a nice bonus if it actually helps improve the situation.
