More complaints on Medical Examiner Valerie Rao

Rao's term ended 2012; still running Jacksonville ME office

Jacksonville Medical Examiner Valerie Rao has been the subject of recurring complaints from her co-workers dating back to 2009, WJXT-TV reports. According to letters sent to the the city, "Rao has been seen touching cadavers with her bare hands, washing her feet in the autopsy sink, and performing unnecessary autopsies on inmates to create a revenue stream."

WJXT learned that Rao actually has a history of complaints dating back 10 years, while she was Medical Examiner for Citrus, Hernando, Lake, Marion and Sumter counties. Dr. Rao was the Medical Examiner there from 2000 to 2003.

WJXT uncovered the minutes from the Medical Examiner's Commission meeting on May 15, 2003, that revealed concerns about Rao from funeral homes, organ donor organizations and law enforcement agencies.

In the minutes officers expressed disapproval of Dr. Rao's "propensity to classify virtually all prison deaths as homicides, and lack of expertise by office personnel in the management of crime scene investigations."

Funeral directors complained that Dr. Rao's office lacked consistency when dealing with funeral homes. The documents from the 2003 Commission meeting also specified that virtually all the complaints about Rao concerned her "administrative skills", not her "abilities as a forensic pathologist."

In that same meeting, the commission voted unanimously not to recommend her re-appointment.

After she left Florida, Dr. Rao took a Medical Examiner position in Missouri. When WJXT dug deeper into her time in Missouri, we uncovered more complaints.

In 2006, a television station in Columbus Missouri indicated that some of the pathology residents from the University of Missouri were, "glad to see her go." According to the story, Rao didn't work enough with the residents.

Eventually Rao returned to Florida and was appointed Medical Examiner of Duval, Clay and Nassau counties in late 2011, a term, that according to Governor Rick Scott's Office, expired in July 2012.

This is the Medical Examiner who was sprung on the defense today in the Zimmerman trial who said that Zimmerman's injuries were minor and the result of 3 impacts -- until pressed.

The defense was trying to find her to depose her, but was unable to locate her because Angela Corey's office was hiding her. They were even hiding her in the courthouse today until calling her to the stand.

Hey—Lay off, already!

This is an extremely insightful and talented woman.

Not many people could render such a thorough and thoughtful diagnosis based only on photographs.

Zimmerman’s attorney made her look stupid. If I were on the jury I would have seen her as a paid hack for a loser of a case.

Not only that but she had special photographs direct from the prosecutor’s office that redact anything unpleasant — like swelling and bruising — and that’s what she made her observation with. She kept wanting to refer to her photographs and O’Mara had to keep bringing her back to the court exhibits that showed what was not on her photos.

Her testimony was largely irrelevant when you think about it. Yes, Zimmermans injuries were minor. So what? The prosecution still needs to overcome the fact that he believed to be threatened with immediate bodily harm. Was he supposed to wait to shoot until he received major head trauma or a brain injury so he could be a vegetable the rest of his life to prove that belief? The case should have been over when Martin decided to sneak up and hit Zimmerman.

My thinking is that Mark O is bringing in a real Dr to crush her statements in the defense case.

I think she may have come across badly to jury, she certainly came across bad to me.

She seems just a little to invested in the prosecution, she was on defensive, and really sounded not very intelligent

This prosecutor definitely needs to be Nifonged.

I don’t get the trial, but am wondering if the jury is sent out of the courtroom as much as they were during the OJ trial.

What qualifies this particular doctor to render an opinion on a living person anyway, and don’t even get me started on medical evaluations by photograph! Was Zimmerman evaluated by someone who practices medicine on actual living patients, such as an ER physician or trauma specialist? Her testimony should be disallowed and IMO the Board of Medicine should consider whether she went beyond the scope of her practice.....

Sounds like just the Medical Examiner some politicians would want to keep on tap for those autopsies that need to have certain predetermined results.
