It’s all about tourism.

We need to be careful about misinterpreting innocent bilateral agreements to increase trade and tourism as forging hostile military alliances. Remember, too, that Buckwheat is pulling out our armed forces from various theaters, and other counties will need to move into the vacuum with their navies to ensure their security.
