Now, why? It's the law of the land. Where do they need to go out and propagandize it? People have no choice. What's the point? Stop and think about that. Yes that is the question.
The answer is that they have to get lots of low income people on the program and addicted to the new welfare benefit so that there will be sufficient political base to prevent repeal of the program.
The Democrats fear the next election will dump enough Democrats from the Senate and House to make repeal of Obama Care a possibility. There only hope if that happens is to have the program deeply embedded in the lower income strata where it actually makes a little economic sense to be in the system.
