Afraid so. Daily we have examples of an out of control president refusing to enforce laws he doesn’t like, and making new laws when he chooses, with no interference from Congress at all.
Boehner just whines about only being one third of of the government. True enough but it happens to be the third that holds the purse, which he seems to enjoy opening up for the president.
