What I am saying is that during Wendy's filibuster after an 1/2 hour or so, the TV shot is allowed to show a silent rebuttal with a split screen, such as a 23 week old aborted baby, with the text, "This is what Wendy Davis is defending".
Nothing in your above rule says anything about official Texas Senate TV coverage.
The MSM will be covering Wendy, but they will run away, if my suggested rule was used.
Yes the MSM would try to edit the footage of the split screen, but make the rule, that the MSM can't edit the official TV Texas Senate debate.
