I thought this would have been at least one of the end of War conditions. Your defeated, ‘we’ now have access to all of your records, regardless of the time afterward.

Really to the point! You are all focused on the Germans after WWII but I doubt there was anything The U.S. or Russia did not know about Nazis or their whereabouts after the war.

I think there was more concern about the coming threats of the Soviet Union than there was about rounding up every Nazi or Nazi sympathizer. Our alliance with the Soviet Union was probably a necessary evil, but it was most certainly evil.
