At AFRICON, General Carter Ham attempts to mount a rescue effort, but is told to "stand down".

General Ham retired not long after Benghazi ... forced out.

He's scheduled to go before the House Armed Services Committee investigating Benghazi on June 26.

His testimony will be given in a closed door session.
