I think that what Smokeyblue means is that the Senate will have to vote on the amnesty bill four more times before a final vote is taken, two of which will be cloture motions that will require 60 votes to move forward. We need 41 votes to defeat cloture and thus stop a vote on final passage. Yesterday’s vote was on cloture for the Hoeven “border security” amendment, not on cloture for final passage.
