I’ve studied that quote in context, he doesn’t regret the fall of the Soviet Union, what he lamented is the way it was handled. And he has some legitimate points there. Here is another Putin quote:

“Russia has made its choice in favor of democracy. Fourteen years ago, independently, without any pressure from outside, it made that decision in the interests of itself and interests of its people — of its citizens. This is our final choice, and we have no way back. There can be no return to what we used to have before. And the guarantee for this is the choice of the Russian people, themselves. No, guarantees from outside cannot be provided. This is impossible. It would be impossible for Russia today. Any kind of turn towards totalitarianism for Russia would be impossible, due to the condition of the Russian society.”

You actually think Putin is a Democrat? Then why when Paan American Silver had a mine in Russia did he turn the property over to the lowest bidder, a personal friend of Putin? Why does he object to capitalism and is turning Russia back 20 years on its reform? Why is he nationalizing Russian industry once more? And why is it, unlike Nazi Germany, has Russia never removed its vestiges of Communism that still stand out throughout the nation? He even threatened Estonia when they wanted to pull down a statue of Lenin.
