The IRS Purpose is only to focus on those WHO PAY TAXES, to generate handouts to those who don't (the Democrat Base).

It's all about re-distribution of assets from the Have's, to the Have-Not's (except for those in Charge/Power).

Maybe the term "skimming" would be appropriate here.

I doubt a single illegal received a penny of the take.

And i'll bet that money made its way to the DNC (and probably the RNC, as well).
