WOW! "IRS management disbanded the Questionable Identification Detection Team but did not put in place similar adequate processes to identify schemes and detect trends that could indicate fraud" ~ but to make this work they needed a confederate on the dock loading mail trays ~ or one further up the line who could drop some code into the system to segregate the refund mailings for dispatch over a period of time.

At a minimum these guys SORT all their mail in sequence and then make the required breaks ~ electronically before it's printed.

This is a sophisticated scheme involving a data center person, a management analyst somewhere in Treasury Department, and a guy in the mail room!
