I have no idea who this "The Hawk" guy is, but in light of Schumer's pronouncement and the desire to "do something" on "immigration" by July 4, it would seem to make sense.
Imagine a large Norte Americano counter march on Mexico City demanding Mexico change its laws to require them to give any American instant Mexican citizenship and 40 acres of land. That would have them scratching their heads.
