U.S. Marshals are also responsible for carrying out evictions within the District of Columbia.

Federal law that says federal agents are superior. I am sure in the third grade your teacher told you not to use the word in the definition. Same logic applies here: Circular reference. Federal law giving federal law superior powers? That’s as fiat as can be.
