This will cause true patriots and whistleblowers to retire or refrain from seeking federal jobs in the future. But the bureaucracies won't care, they will soon have a large mass of amnestied illegal workers to hire. Those people won't give a damn about giving up their privacy and freedom, because they mostly come from countries which are even less free.

True patiots are freedom lovers, and that includes the right to think and express yourself. The gubmint is not a good environment for such people; it only wants unquestioning and docile drones.
