Christine Todd Whitman was governor then, and apparently she didn't lower the flags for Sinatra, or for that many other occasions.

Christie has ordered the flags lowered to half-mast for the passing of many people, including former Congressmen, police officers, and military personnel.

But then we weren't at war during Whitman's tenure.
