There may well be a legally binding agreement to pay those bonuses to the bargaining unit, but I'd say the law clearly prohibits using that deal as an excuse to pay any of the bonuses to the higher levels in jobs which are marked as CONFIDENTIAL.
It's also those higher level employees who did all the application reviews, and engaged in the skullduggery. One guy stands up in the Senate and condemns bonuses for the top staff ought to be all it takes.
Remember, the 1% crowd is still not all that popular anyway, and certainly the IRS 1% crowd is lower than whale ...., right?

We do, every second November.
I cannot guarantee universal voter fraud on a large scale, although there is evidence of it, but I do feel there was voter suppression. I don’t have much faith in the November results being accurate anymore.
Is it really a bonus or is it commission.
