Yes, I think by “Flips” the author means “His action contradicts his stated position.” He has been doing that so consistently, the word “Flips” sounds strange to me.

Ryan, Rubio and Kelly Ayotte (my Senator) have given me a severely bad attitude over the last few months. Cruz and Gowdy seem to be the best hopes for the future. Their lack of experience on the federal level is going to be a minus in 2016.
