Back before a bunch of lawsuits destroyed the practice, the federales would target someone they didn't like and subject him or her to a FITNESS FOR DUTY EXAM. That invariably led to the creation of a body of medical reports tied to the personnel jacket (which I call a dossier), and they'd pass that around to each other, laugh and giggle, and then move on to fire the person.
The common practice in USPS was for managers having such reports to toss them in an open file once the case was closed. That way everybody could take a look.
Eventually the unions caught on to that one.
What I always wondered was why so terribly many government managers had no sense whatsoever of the need for privacy. It's almost universal with them and may have to do with the way they are selected ~ bribery is not unknown, and other criminal behavior is suspected. Worst were the ex union officers.

NY ALREADY IS abusing it- they are demanding health care providers turn over patient info, so that they can see if patients have EVER sued, even if briefly, any anti-depressents, physchotics, anxiety medications, and NY IS usign htis info to confiscate guns from law abiding citizens with NO trial and NO formal diagnosis by a professional psychiatrist/cologist
