The primary purpose is to push the idea that guns are illegitimate, as are armed citizens.

The major effect is to waste public resources and defraud ignorant people who have inherited guns.

The left would have us believe that taking guns away from honest folks is somehow getting guns "off the street", whatever that means.
A gun is a gun is a gun and it's always bad.
They are of course mistaken. A gun is a tool and how it's used, good or bad, depends on who's holding it and why.
And yes, people are cajoled into parting with useful, antique and possibly valuable guns for scrap value.
