the bureacrats with Congress help wrote the rules and regulations they operate under, the organizational lines of authority, tons of “programs” that have been in place and part of state’s “base line” buget since Bill of Billary, and no “sec state” has “run” it sense maybe Reagan’s time,
it marches to its own permanent government institutional drum while the sec state makes all the speeches and takes all the photo ops.
with Obama, state had even less to do with actual foreign policy than it did under many other a POTUS
