I wish somebody with better Spanish skills would listen to the video. It appears to me that Rubio misspoke.
He said that border security must come first at the beginning. Then he says that they will not be able to get the legislation past if border security is not assured. Then the interviewer asks how much more security is needed. Rubio then describes areas like Tucson which need to be improved. After that he says something like let me be clear that legalization must come first and then border security.
Taking the sense of the conversation as a whole I think he meant to say that "legislation must come first", then border security. He was talking about getting the necessary votes to pass the bill.

But like I said they were talking fast and my knowledge of Spanish is rudimentary.

That means the following will happen: First comes the legalization. Then come the measures to secure the border.

How many times have we heard this? How many times did the 'secure the border' part never happen?

A simple solution is to transer the regular legal immigration quota to Mexico for a 10 year period.

They get to send us a regular legal immigrant for every illegal alien they come in and round up to take back to Mexico with them.

In the end we'll have no more Mexicans than we started with, but the rest of the world will have been cut of totally. Some of them not beliving what happened will get to spend a fair amount of time in Mexican jails too ~ and that should have a long term impact on future illegal alien problems.
