That's the exact same LIE we were told in 1986. They have absolutely NO INTENTION WHATSOEVER of securing the borders and enforcing immigration laws.

Perhaps he meant to say "legislation" instead of "legalization" as the first thing that happens. Then it makes some sense. Permanent residence is a "legalized" status.

Otherwise, he's totally upside down from his previous position.
