If I understand this correctly, Egypt fears that Ethiopia will dam the Nile River, upstream from Egypt and export water to Israel through a pipe line across the Red Sea.

The leads additional support to the belief that the Muslim Brotherhood and its adherents in the Egyptian government are “on the March” and can be expected to have an expansionist foreign policy if you read between the lines a bit.
