Former senior Obama aide David Plouffe ripped Issa in a Twitter message, referring to allegations from as far back as 1972 when Issa was still a teenager. Is this grounds for a libel charge?

IANAL, but I do believe it is. And Issa would be giving assent to the statement if he doesn’t sue.
