The State Department is deluded if they actually believe this. They know the facts and this statement borders on insanity.

German High Command: Pay no attention to all those ships approaching Normandy...they are not really there.
It’s racist to suggest the dear one is lying, incompetent or a moslem trojan horse. The state department’s one job is to propagandize and calm the public into submission.
