Californians who want to buy ammunition would have to submit personal information and a $50 fee for a background check by the state, under a bill passed by the Senate.

Let me guess: since there would then be a $50 fee to buy ammo, no one would ever buy single boxes ever again, but only by the case (to divide the cost of the fee). At which point, they can then be claimed to be 'stockpiling' and made subject to confiscation, etc.

Nope. What will happen is that sales of ammo in CA will drop to almost nothing, and sales of ammo in Oregon, Nevada and Arizona will skyrocket. Take that to the bank. Also, more normal Americans will leave CA.
