Maybe the Feds should only be allowed to tax the states, not individuals or corporations. And states should have the right to withhold 50% of their required Federal contribution when the Federal Government fails to meet strict criteria for budgeting and prioritizing spending.
That's my New Federalism - let Obama beg Scott Walker and Rick Perry for the rest of his money, rather than the other way around. :)
