It was linked on the front page down low in the e-NYTimes, but is buried on B3 in the print edition...

I remember a few years back, while managing a department in a large corporation, being told to buy some totally unnecessary walk through curtains for a conference room in order to minimize eye injuries. I dutifully sent a note to our purchasing clerk telling her to order them. I then verbally told her to ignore the note. I commented that I was willing to accept criticism that my organization was incompetent, over criticism that my organization wasted resources. No one ever noticed that the curtains were never installed. In fact, a nearby area received so much derision for installing such curtains that they immediately removed them.
The same could be true of Holder. An order to notify Fox, ordered with a "wink-wink", was never delivered.

Consistent with Department of Justice policies and procedures, the government provided notification of those subpoenas nearly three years ago by certified mail, facsimile and e-mail.
The unidentified source later confirmed that, “we also provided a certified copy of President Obama’s birth certificate.”
It appears that forger was having a buy 3 get one free special on fake “official” documents at the time.
