They were designed to fail.
However, the issue is moot because the bureaucrats in charge of setting them are too incompetent to get them off the ground and working to give them the chance to actually fail.

Got an email from my Rep Bill Taylor in which he states:
Senate Rejects Medicaid Expansion: A move to expand SC's Medicaid program under ObamaCare was defeated in the State Senate after lengthy debate. The vote of 23-19 stopped the Medicaid expansion in next year's budget.
