I have never ever seen or even heard of a scenario where two suspects attack a victim and then remain on the scene in full view waiting for the police to arrive.

I think it was the shock value of it all that made people kind of stand there like "OMG what just happened". The 9/11 terrorists used similar shocked tactics on the planes they highjacked.
