President Obama on Thursday will deliver a major speech on his counterterrorism policies, addressing everything from drone strikes and the status of the prison at Guantanamo Bay, to continuing efforts to fight al Qaeda and the legal framework for the continuing "war on terror."
In the substantive speech to be delivered at the National Defense University in Washington, D.C., Mr. Obama will announce plans to restart transfers of Guantanamo Bay prisoners to third countries. Before their transfer, the prisoners would have to be cleared for release, and the U.S. would have to be satisfied that an oversight and monitoring program is in place. The president will lift the prohibition on potential transfers to Yemen, but Congress may attempt to block this move.

This is an indication that he feels under siege and believes he has to start sucking-up to the hard left of his base. Which will accelerate his decline IMO.
Will he make it OFFICIAL policy now to ABANDON our people when all foreign consulates and embassies are under attack by Al Qaeda....you know, like he and Hillary did in Benghazi?
Plus it will have the added benefit of distracting the media from Benghazi and the IRS scandals.

All the WH excuses for "we couldn't get there in time" are complete lies. WE WERE THERE. ARMED.
Instead of authorizing the missile launch, the WH staff and Military watched as the MORTAR rounds immediately found the source of the laser and bombed Tyrone Woods to kingdom come.
Just absolutely jaw dropping......
What if the drone driver sighted and punched the button on the wrong end of the laser beam?
The Big Zero is going to deliver a spin/propaganda piece so that when additional information is released on the Benghazi terrorist event, he will have shown the world how strong and powerfully he responds to terrorists.
My guess (because I saw something about the FBI identifying the three responsible for the Benghazi attack) is that Big Zero is going to announce that they have been killed by a Seal Team and that no one had better mess with him as he is a man of his word and brought justice to the world. The will allow Dem's to say what a great leader, a great man and how even though red lines don't seem to mean anything to him, he is strong President.
Then on Friday there will be news releases about something really horrible that the Administration did on Bengazi that will not be covered. (Remember all the liberal media invited to the West wing of the WH for a private meeting earlier this week?)
Yes, this speech will be quite a show of chest pounding and distraction. It will be designed to take the sting out of the media statements that Obama is not engaged, that Obama is not in charge, that Obama is not capable of leadership.
Please pass the popcorn and examine the news carefully over the weekend.
