Because if Hasan is tried by court-martial & convicted, his entire chain of command up to the SecyArmy will be civilly liable to wrongful death lawsuits by the family members.

So will Obama’s refusal to classify the Fort Hood massacre as terrorism. No Purple Hearts, no survivor benefits, no nothing.
Hasan will never be tried. Too many with too much rank have too much to lose.
