In Kansas where we lived it was in the hallway, schools didnt have basements except the HS which was built into a hill. The area we lived in north of the river basements were fine because of the elevation above the water table south you couldnt for the opposite reason.

With new advancements in construction materials and hydraulic cement to make things water-proof, I can’t help but wonder if we need more development in this area...especially after losing these children.
