Rule of thumb is ? if you don't see it going to the left or right and seems to be standing still ? it's coming right at you.

You certainly can and should if you have no place to shelter and you are in the track of the tornado.

Sure you can, if you're not ordered to stay where you are by government authority figures.

A lot of these kids would have been a lot better off in the open and on the ground in a low spot.
