How can it be considered punishment when hes on paid administrative leave. I wish I could be punished that way.... Try this on for size:

The treatment amounts to a de facto disciplinary action, she said.
I suppose, if one is just a mindless drone and enjoys drawing a paycheck for nothing, you'd enjoy being "punished" that way, but if you're a career type of person, this is an awful thing to have to go through...

Awful is a little severe. Out in the real world, we get laid off and there's no money falling from heaven.
