It was created by both parties under the leadership of the RINO, Keynesian, leftist Nixon. This is one of the reasons we should never allow a RINO into the Oval Office. They're just as bad as the progressives and the GOP legislators do not rally to oppose their own president. Much mischief gets done when RINOs are in the West Wing.
