Of course it was also a tactic to siphon off resources so they couldn't be used against them.
It all like one the higher up political jack asses from then left spilled early on, their primary goal is to achieve a system of political patronage so they can control those resource to always remain on top of power.

I agree and posted as much a couple of weeks ago. Couple this IRSGate with the LIES from BenghaziGate and now you understand how the public was lied to in order for little "I am not responsible for anything" Barry to win reelection, in a low information voter rich environment. WE ARE DONE.
