No, Obama is trying to use lack of money as an excuse for the lack of security in Benghazi. He is echoing the Dem line of Boxer and Pelosi. Forget that Charlene Lamb of the State Department who said before Congress that resources were not the problem.
This statement is scary because Obama and his minions will be pushing this line to the public and during the 2014 midterms. Obama is circling the wagons.

He will be here on the Hill strongly supporting the civilian effort that goes hand-in-hand with what he is doing so heroically in Afghanistan. So we are funding vital civilian missions in Afghanistan, Pakistan, and Iraq with this $8.7 billion.
It was already determined money was not an issue for additional security.. and on record. Therefore he’s simply demanding money...it’s always more money...more lies.
