Low level employees don't spread the idea to other centers ~ but their bosses do!

For some reason CNN wants to make us think it was just the center at Cincy.

Any bureaucrat who gets instructions to do something they’re antsy about would document, document, document. If they try to hang somebody that somebody had better have printed off the emails and recorded the voicemails and verbal instructions. CYA is the name of the game and any employee would be stupid not to follow the game rules.

There is no such thing as rogue operatives in the federal government. Even the most trivial of memos is reviewed ad nauesaum by layer after layer of the bureaucracy. The chain of command is rigidely inforced.

The vast majority of federal employees are in government service because they like the structure and job security. They don’t go off the reservation. Period. This direction came from upper layers. The only question is how high did it go.
