“Rogue” means acting outside of the chain of command.
They are doing what their superiors in gov’t want them to do.
Of course, those superiors are “rogue”, in that they are acting contrary to the true authority that gives them their authority.

We need succinct ways of making the situation understood. I aim for simple, clear ways to communicate.
