the spirit he appreciated most in Boston was giving US taxpayer funded welfare to muslims overstaying their visa and with intents to kill Americans.

“And more than anything, what I will be striving for over the next three and a half years is to see if that spirit that I saw in Boston and West, Texas, if we can institutionalize that, if we can create a framework where everybody is working together and moving this country forward.”
How many more government programs will this take? And what does he means when he says he wants this country to work together and moving forward together?

he wants to take the unique, amazing American spirit and "institutionalize" it in a framework
Yes, that was the aspect that jumped out at me, too. His job is to "create a framework where everybody is working together," in other words, top-down central command over every aspect of life.
Reminded me of his continuing usage of the word "harness" when discussing his plans for Americans: Without the leather straps we would be free to go our own way.

...if we can institutionalize that...
That's the kiss of death to any initiative.
