It’s all legal. It was in the bill, and became law when the bill was passed.

One of those things we only got to see after we “passed the bill,” as Natzi Pelosi so memorably put it.

Doesn't mean we can't have Sebelius impeached.

Impeaching Sebelius could be a warmup and practice for impeaching other Obama officials...
