The US tax system is based on voluntary compliance. Should every taxpayer refused to pay, the IRS doesn’t have the personpower to prosecute everyone (or so they say).
It would only take about 25% to refuse to pay to get the snowball going. Once it starts it’s over. They would sh!t their pants.
