Debating the Heritage Foundation's Immigration Study

Two radically different theories are raging across the conservative movement about amnesty for illegal aliens and its effect on our economy. How could the same movement grounded on the same conceptual principles come to two totally different conclusions?

I was honored to interview Derrick Morgan, Vice President of the Heritage Foundation, on May 8 as a co-host of the Conservative Commandos radio show. I asked Derrick Morgan these questions, and the Heritage vice president made the entire issue crystal-clear.

So, would immigration reform under the "Gang of Eight's" proposal cause our economy to expand, increase wages for everyone, and more than pay for the added costs to the government? Or would amnesty cost $6.3 trillion, drive down wages, throw citizens (and especially minorities) out of work, and wreck our economy?

Well, it depends. Naturally...

The Heritage Foundation is explicit, in detail, that their study is based upon the actual population of illegal aliens who would become legal immigrants in reality. Heritage carefully considers the composition of the actual candidates at issue -- that is, it used hard data.

Amnesty proponents have visions dancing in their heads of private chartered jets arriving with perfect English-speaking rocket scientists, inventors, engineers, surgeons, and computer programmers who understand American corporate culture well and fit right in. Amnesty proponents are imagining Werner Von Braun, who emigrated from Nazi Germany -- and who designed the Saturn V moon rocket -- among their broad brush strokes.

Heritage absolutely agrees with all of the arguments made by, and conclusions of, amnesty advocates -- if we are talking about the highly educated, high-skilled workers that the amnesty proponents implicitly assume. This dispute, once you think things through, becomes far more about education and the urgent need to improve our nation's schools than it is about immigration.

In politicians terms it depends on your agenda to begin with.

If your agenda is Votes its will cost 6.3 trillion dollars.

If you agenda is getting illegals into this country to work, and go onto our Social security and health care, and become legal in the least sense of the word, and maybe hit a tangential group who may vote Republican it is still 6.3 trillion dollars, but you lie about it.

The truth is that the two “conservative” groups who disagree on this are real conservatives and fake conservatives.

The real conservatives oppose immigration “reform,” so-called. The fake conservatives support it.

The fake conservatives are crony capitalists, corrupt opportunists, and chamber of commerce types, looking for cheap labor funded by the government—i.e., the taxpayers.

Nobody is really expecting more Werner von Brauns. They just want cheap labor to crowd out our own teens and young adults coming into the job market.

I have always had a lot of respect for the Heritage Foundation, have watched many of their videos online, have long thought of becoming a member.

The Cato Institute? Not so much, and now, REALLY not so much.

That's the real issue. The business community wants to privatize profits (increased profit margins from lower-cost workers) while socializing costs (the cost of the government benefits those low-cost workers consume).

Here's the bottom line, the mention of which in public will cause the speaker to be burned at the stake:

1) The US economy increasingly needs high-IQ/high-skill people.

2) There is a strong correlation between IQ and genetics, in that low-IQ parents tend to have kids with below-average IQ, and high-IQ parents tend to have kids with above-average IQ.

3) There is no amount of educational expenditure which will result in a low-IQ kid becoming qualified for high-IQ jobs.

4) The only way out is to provide incentives for high-IQ parents to have more kids, and stop providing incentives (like generous welfare benefits) for low-IQ parents to have lots of kids.
